West Bengal Civil Service Examination 2009 (Executive)

PUBLIC SERVICE COMMISSION, WEST BENGAL
ADVERTISEMENT NO. 11/2007
WEST BENGAL CIVIL SERVICE (EXECUTIVE) ETC. EXAMINATION, 2008

Applications in the prescribed format are invited for the aforesaid competitive recruitment examination. The examination will be held in two successive stages, viz., (1) Preliminary Examination (Objective type) and (2) Main Examination (Conventional type – Written Examination) and Personality Test.

The Preliminary Examination will be a screening test for selection of candidates for the Main Examination. The Preliminary Examination will be held at various centres in West Bengal in January, 2008 or thereabout. Only hill tribe candidates of Darjeeling District and other candidates of its three hill sub-divisions, viz., Darjeeling Sadar, Kalimpong and Kurseong are required to appear at Darjeeling centres. ALL BLIND/VISUALLY CHALLENGED CANDIDATES INCLUDING THOSE FROM THE DISTRICT OF DARJEELING WHO REQUIRE THE HELP OF A SCRIBE ARE REQUIRED TO APPEAR AT KOLKATA (SOUTH) CENTRE ONLY. The Main Examination will be held in Kolkata only in June, 2008 or thereabout.
The Personality Test of candidates to be selected on the results of the Main Examination (Written) will be held in Commission’s office in Kolkata. The number of vacancies will be announced later.

QUALIFICATIONS :
(i) A citizen of India or such a person of other nationality as declared eligible by govt. of India,
(ii) A degree of a recognised University,
(iii) Ability to read, write and speak in Bengali (not required for recruitment in the case of Nepali speaking candidates from hill areas of the district of Darjeeling).

AGE :
On 1st January, 2008 – not below 21 years but not more than 32 years for candidates competing for Group(s) A, C and D (i.e. born not earlier than the 2nd January, 1976 and not later than the 1st January, 1987). For Group – B (West Bengal Police Service) – not below 20 years but not more than 32 years (i.e. born not earlier than the 2nd January, 1976 and not later than the 1st January, 1988). Upper age limit is
relaxable by 5 years for SC and ST candidates of West Bengal and by 3 years for BC candidates of West Bengal and upto 45 years of age for the Physically Handicapped persons having physical disability of 40% and above. SC/ST/BC candidates not belonging to the State of West Bengal shall be treated as General candidates.


N.B: (i) SUBMISSION OF MORE THAN ONE APPLICATION IS STRICTLY FORBIDDEN. THE CANDIDATURE OF A CANDIDATE WHO SUBMITS MORE THAN ONE APPLICATION FOR ADMISSION TO THE EXAMINATION, WILL BE CANCELLED EVEN IF HE/SHE IS ADMITTED TO THE SAME.

(ii) BLIND/VISUALLY CHALLENGED CANDIDATES MAY BE ALLOWED THE HELP OF A SCRIBE,
IF REQUIRED.

FEE :
Candidates must enclose with their applications a fee of Rs.200/- (Rupees two hundred) only in the form of Indian Postal Order which must be purchased on a date after publication of this advertisement and crossed and endorsed to THE SECRETARY, PUBLIC SERVICE COMMISSION, WEST BENGAL, or in the form of a receipted challan from a Government Treasury in West Bengal or the Reserve Bank of India, Kolkata under the head "0051-00-105-State PSC Examination fees-001-Examination fees-16 other fees".
Money Orders, Cheques, Bank Drafts, Cash etc. will not be accepted. No application will be considered unless accompanied with the requisite application fees. SC/ST candidates of West Bengal and Physically Handicapped (with disabilities of 40% and above) candidates only are not required to pay any fee. The application without fee of such candidates will not be accepted if the same is not accompanied with the self-
certified or duly attested xerox copy of SC/ST certificate issued by the competent authority of West Bengal in a prescribed format or P.H. certificate issued by the competent authority. BC candidates of West Bengal are, however, required to pay usual fee as aforesaid. NO EXEMPTION OF FEE IS AVAILABLE TO SC/ST/BC CANDIDATES OF OTHER STATES. No claim for refund of the fee will be entertained nor will it be held in reserve for any other examination.

"Information Brochure" containing rules and syllabus etc. of the examination may be obtained free of cost from the Commission’s Office at 161-A, S. P. Mukherjee Road, Kolkata – 700 026 either personally between 11-00 a.m. & 3-30 p.m. on all working days (Monday to Friday) on production of the Original Mark-sheet of the Final Bachelor’s Degree Examination which will be stamped on the reverse as a token of supply of the articles or by post on sending a self-addressed envelope (27 cm x 12 cm) with postage stamp of Rs.10/- affixed and name of the examination superscribed on the envelope (Original Mark-sheet of Final Degree Examination is not required in this case). No requisition for the same will be entertained unless the requisition is received at least 15 days before closing date for receipt of application. Applications along with (i) I.P.O./Treasury Challan, in original, for Rs.200/- only (for candidates other than SC/ST of West Bengal and P.H. candidates having physical disabilities of 40% and above), (ii) One copy of recent passport size photograph signed by the candidate and pasted on the application (An identical copy of the photograph will be required for pasting on the Attendance Sheet to be sent by this office along with the Admit Card), (iii) Xerox copies of certificates of age, prescribed educational qualification and other documents in support of the claim for having SC/ST/BC/PH status from competent authority, if applicable, either self-certified or duly attested by a Group-'A' Officer of Central/State Government or Head of a recognised Secondary School or College and (iv) Two self-addressed (including Father’s name) envelopes – one with postage stamp of Rs.5/- affixed on it may be submitted either personally between 11-00 a.m. & 3-30 p.m. on all working days at the Enquiry Counter of the Commission’s Office at the above address or
strictly by registered post/under certificate of posting addressed to the Deputy Secretary (Examination), Public Service Commission, West Bengal at the same address. In any case, application must reach the Commission’s Office within the closing date for receipt of applications. In case of sending application by post the name of the examination and centre code should invariably be superscribed on the posted envelope
containing the application.

SBI Recruitment of Clerical Staff : Frequently asked questions

Frequently asked questions and their replies:-
1. Candidates who could not get the printed applicant ion form.
Printed application form is not required by the Bank. It is not to be deposited.

2. Candidates who have registered ON-LINE.
Call letters have been despatched to all the registered candidates. In all probabilities, they will be getting the call letters by 30th June 2008.

3. Any enquiry site for those candidate who has registered on-line but could not get the call letters.
Those candidates who have registered on-line but could not get the call letters by 30th June 2008 may visit the website http://app1.ibps.in/sbiclmenu.asp to get necessary information about his venue after entering their Registration ID, password and Date of Birth.

4. Candidates who have registered ON-LINE, but do not receive the call letters by 30th June 2008.
They should contact the Authorised Bank Officer for the Centre (City) where they have mentioned to write the test, alongwi th original Cash Deposi t (Challan) Receipt and Photo Identity Card. No documents need to be submitted.

5. Candidates who have deposited the cash through Challan on or before 31st May 2008 but could not register on-line.
They should contact the Authorised Bank Officer for the Centre (City) where they have mentioned to write the test , alongwith original Cash Deposit (Challan) Receipt, Photo Identity Card and proof of having requisite qualification. They will have to fill an application form to be provided to them by the Authorised Bank Officer.

6. Contact details of the Designated Bank Officer.
Contact details of the Authorised Bank Officer is given at the end of this communication.

7. Change in Centre allocated for any reason.
Centre has been filled in by the candidates, AS SUCH NO REQUEST FOR CHANGE IN VENUE WILL BE ENTERTAINED.

8. Candidates who have received more than one call letter.
Candidate should check the details on the call letters and whichever they found to be correct they should put that call letter on top and staple all other call letters with it. Photograph of the candidate should be pasted on the call letter on top and hand over the same to the Invigilator in the examination venue.
9. Documents required at the examination Centre
  1. Letter with photograph affixed &
  2. Deposit (Challan) Receipt

10. In case candidate do not have Call Letter with photograph affixed on it &/or Original Cash Deposit (Challan) Receipt or have misplaced them.
SUCH CANDIDATES WILL NOT BE ALLOWED TO WRITE THE WRITTEN TEST AND WILL BE TURNED BACK. Both the documents are MUST for appearing in the written examination.

11. Fee remitted Rs 50/- instead of Rs 250/- or vice versa
Candidature of General and OBC category candidates will be rejected. In case of SC/ST/PWD/ XS candidates, their candidature will remain valid.

11. In case Caste, Date of Birth etc., except that at sl.no.12 below, is wrongly mentioned in the application/call letter.
Candidates should inform such correct ions by email on sbicl@ibps.in. In case information relating to Caste, Date of Birth etc. is incorrect ly mentioned in the call letter, then in addition to e-mail, candidate should correct it by writing the correct one on the call letter itself , attendance sheet and also in the answer sheet.

12. Name of the candidate typed in the application wrongly
(instead of candidate’s name, father, mother or siblings name has been mentioned Candidates should inform such correct ions by email on sbicl@ibps.in. In addit ion to the e-mail, candidate should correct it by writ ing the correct one on the call letter itself, attendance sheet and also in the answer sheet . In such cases, candidate should produce photo ID proof alongwith self attested photocopy thereof.

SBI Recruitment of Clerical Staff : Important Informations

1. Candidates who have registered on-line
  1. you are aware, on account of overwhelming response to our advertisement, we are arranging this examination in four sessions on two Sundays on 6th July 2008 and 13th July 2008. For streamlining the entire process, we have prepared and issued the Call letters in four different colours for each day and each session.
  2. Call letters for the written examination have been despatched to all the registered candidates “Under Certificate of Posting” and the candidates are being informed by e-mail about their Roll No. allotted, date, session, time and venue of written examination.
  3. Candidates are advised to paste their recent passport size photograph on the call letter at the designated place and should put their full signature across it. Only after pasting the photograph and putting the signature on the call letter, Call letter will be treated as a valid document to appear in the examination. Signature and thumb impression will again be taken at the time of examination in the presence of the invigilator.
  4. Unless the candidate has the original Cash Deposit (Challan) Voucher with Deposit Journal Number to submit alongwith call letter, he/she will not be allowed to sit and write the examination. (MOST IMPORTANT)
  5. It is observed that a few candidates have registered for more than once. We have filtered those entries as far as possible and have allowed the last entry with same details to appear in the written test.
  6. You are aware that the computer recognizes two or more same named persons, with even slight variation, as different entity (viz. Rajasekhar S, Rajasekhar S. and S.Rajasekhar ). We therefore do not rule out issuance of more than one call letter to the same candidate. It is also possible that the candidates may have fed different details in different number of applications (viz. caste, Date of Birth etc.) while registering on- line. We request those candidates, who have received more than one call letter, to staple all those call letters received by them keeping the correct one on top and hand them over to the Invigilators in the examination hall/room alongwith the original Cash Deposit (Challan) Receipt.
  7. Candidates have been sent e-mails informing their final registration number and password i.e. the one that has been retained by us for further processing.
  8. Duplicate Call letters will be issued during 1st July 2008 to 4th July 2008 between 10 a.m. and 08.00 p.m.
  9. Candidates should ascertain exact location of the venue well in advance of the date of examination. In some unavoidable circumstances, a venue may have to be changed and such changes will be advised in the local media.
  10. In the unlikely event of a candidate having registered number not getting a call letter, he / she should contact the Authorised Bank Officer for the Centre (list enclosed) with the original challan for issuance of Duplicate call letter between 1st July 2008 to 4th July 2008.

2. Candidates who have deposited the requisite fees but could not register on-line
a) All those candidates who have paid the application &/or postage fees on or before 31st May 2008 but could not register on-line are advised to contact the Authorised Bank Officer at their selected Centre of examination (listed below) between 1st July 2008 to 4th July 2008 for issuance of provisional Call letters alongwith undernoted documents for verification purpose only: -
  1. Deposit Receipt (Challan) in original indicating Deposit Journal Number and the name of the candidate.
  2. identification in the form of ID Card of the College/School where the candidate studies or a valid dr iving licence or voters identity card.
  3. Proof of having completed Class XII / Graduation with the required percentage of marks.
b) Such candidates will be required to fill one physical application to be provided to them by the Authorised officer. c) Thereafter, the Authorised officer will issue a provisional Call letter with provisional Roll Number.

d) Candidates are advised to paste their recent passport size photograph on the call letter at the designated place and should put their full signature across it. Only after pasting the photograph and putting the signature on the Provisional call letter, this will be treated as a valid document to appear in the examination. Signature and thumb impression will again be taken at the time of examination in the presence of the invigilator.

e) Unless the candidate has the original Cash Deposit (Challan) Receipt with Deposit Journal Number to submit alongwith call letter, he/she will not be allowed to sit and write the examination. (MOST IMPORTANT)

f) NO PROVISIONAL ROLL NUMBER/CALL LETTER WILL BE ISSUED AFTER 4TH JULY 2008.

The admission to the written examination is strictly provisional without verification of age / qualification / caste / category of the candidates with reference to documents or declared in the application. The mere fact that the call letter has been issued to the candidate does not imply that his/her candidature has been finally accepted/cleared by the Bank or that the entries made by the candidate in his/her on-line application have been accepted by the Bank as true and correct. The Bank will carry out a verification of eligibility conditions only at the time of interview of the candidate who qualify for being called for interview on the basis of their performance in the written examination. As such, candidates are to ensure that he / she fulfils the eligibility criteria and other norms mentioned in our advertisement. In case it is detected at any stage including after appointment, that the candidate does not possess the requisite qualification or has suppressed any information, his / her candidature/service will be liable to be cancelled.

A dedicated enquiry search module will be made available for the benefit of those candidates, who do not receive call letters by 30th June 2008, on the website http://app1.ibps.in/sbiclmenu.asp wherein the candidate will have to enter his Registration ID, password and date of birth to confirm his roll number, date, time, session and venue of the written examination.
